With the publication of Presidential Decree No. 271/20 of 20 October, the Angolan Executive sought to ensure the preservation of the national interest, by promoting national entrepreneurship, promoting Angolan societies and Angolan law, protecting and promoting the competitiveness of the national industry, creating jobs and qualifying the national workforce, as well as protecting the jobs of Angolan staff.
The Diploma now extends to all entities that collaborate in the execution of oil operations, as well as to Angolan and Angolan commercial companies, which provide service and supply goods to the oil sector and devote three regimes for the acquisition of goods and services, namely (i) exclusivity, (ii) preference and (iii) competition.
The diploma also creates an obligation to register and certify Angolan commercial companies and Angolan law by the National Concessionaire, as well as obligations for entities covered by the Diploma, in relation to the preparation and submission of documentation, including (i) annual local content plan, (ii) Annual human resources development plan, (iii) Annual balance of the development and human resources plan, (iv) Program Agreement, (v) Investment Plan and (vi) List of contracts planned for each quarter.
